WhatsApp Business API pricing in the UAE is per delivered message, and the rate depends on the message category. On Meta's current UAE rates (effective 1 October 2026), a marketing message costs about AED 0.2115, and utility, authentication and service messages cost about AED 0.0576 each. Service replies are only free for the first 1,000 a month per phone number.

That last point is new. Until 30 September 2026, replying to customers inside the 24-hour window cost nothing. For many brands, that means a higher invoice from October onward. This guide covers what each message type costs in AED, works through a monthly bill for a typical UAE D2C store, and lists the changes that actually bring the number down.

How WhatsApp Business API Pricing Works in the UAE

Meta charges for WhatsApp Business API messages per delivered template message (and now per service message). The price is set by two things: the message category and the recipient's country calling code. Under Meta's per-message pricing model, you are charged only when a message is delivered. Messages customers send to you are always free.

The WhatsApp Business API is Meta's official messaging interface for businesses. It lets a brand send approved template messages at scale, automate replies, connect WhatsApp to its store and CRM, and give a whole team access to one number. Brands get access through a Business Solution Provider (BSP), and the BSP's platform fee is billed on top of Meta's message fees.

Because pricing follows the recipient's number, a message to a +971 number is billed at the UAE rate, wherever your business is registered. A message from your Dubai number to a customer's +91 Indian number is billed at India's rate (see our breakdown of WhatsApp API pricing in India). Brands that sell to expat families back home, or ship across the GCC, will see several rates on one invoice.

Why marketing messages cost about 3.7x more

Marketing is the most expensive category because it is the one customers didn't ask for. At AED 0.2115 against AED 0.0576, one promotional broadcast costs about the same as 3.7 order updates. Meta also raised the UAE marketing rate on 1 October 2026: YCloud's analysis of the update puts the change at USD 0.0499 to USD 0.0576 per message, an increase of 15.43%.

Volume tiers apply only to utility and authentication

Meta offers volume-tier discounts on utility and authentication messages. They are calculated per market, aggregated across your business portfolio, and reset monthly. Marketing messages get no volume discount, however many you send.

What Changed on 1 October 2026

On 1 October 2026, Meta began charging for two message types that used to be free, and raised several Middle East marketing rates. Meta's documentation confirms the changes:

  1. Service messages are billable after a free tier. Each business phone number gets 1,000 free delivered service messages per month. Meta charges from the 1,001st message onward, and unused free messages do not roll over.
  2. Utility templates sent inside an open service window are now charged. From July 2025 these had been free. They are now billed at the normal utility rate.
  3. Several Middle East marketing rates went up, including the UAE and Saudi Arabia.

Meta also warned that if a WhatsApp Business account has no payment method in Billing Hub, service messages can stop once the free tier runs out. If your support replies suddenly stopped arriving in October, check this first.

Free entry points still apply. When a customer starts a chat from a Click-to-WhatsApp ad, the messages you send in that free entry point window are not charged. For brands that already run Meta ads, this is now one of the few ways to talk to customers at no message cost.

AED Billing: Should You Pay Meta in Dirhams?

Meta added AED as a billing currency on 1 April 2026, so UAE businesses can now be invoiced in dirhams instead of US dollars. According to Meta, the currency is chosen when the WhatsApp Business messaging account is created and can't be changed afterwards. Meta does provide a currency migration process for businesses that want to switch.

For most UAE brands, billing in AED is the better choice. Because the dirham is pegged to the dollar, the bigger advantage is not exchange rates. It is that your invoice matches your accounts: no foreign-currency card charges, simpler VAT bookkeeping, and a monthly cost your finance team can compare with your AED revenue directly. If you are setting up a new number, decide on currency before you create the account.

A Worked Example: Monthly WhatsApp Cost for a Dubai D2C Brand

Take a Dubai skincare brand with 20,000 opted-in WhatsApp contacts and 3,000 orders a month. Here is a realistic month on the October 2026 UAE rates:

ActivityMessagesCategoryCost (AED)
2 segmented broadcasts to 10,000 contacts each20,000Marketing4,230.00
Abandoned cart reminders (2,500 carts × 2 messages)5,000Marketing1,057.50
Order confirmed, shipped and delivered updates (3,000 × 3)9,000Utility518.40
Support replies (9,000 replies, first 1,000 free)8,000 billableService460.80
Total Meta message fees42,0006,266.70

Note: the utility line is shown before any volume-tier discount, and the totals exclude your BSP's platform fee.

Two things stand out. First, marketing makes up about 84% of the bill (AED 5,287.50 of AED 6,266.70), even though it is only 60% of the messages. Second, the October changes add up. The new service charge costs this brand AED 460.80 a month. And at the old marketing rate (USD 0.0499, roughly AED 0.1833 at the dirham's peg of 3.6725), the same 25,000 marketing messages would have cost around AED 706 less. Together, that is more than AED 1,150 a month in new costs, before you count any in-window utility messages that used to be free.

Now compare that with what the channel brings in. According to the EZDubai and Euromonitor International e-commerce report, the UAE e-commerce market reached AED 42.2 billion in 2025 and is expected to grow about 9.9% a year to roughly AED 67.2 billion by 2030. With average order values high in fashion, beauty and fragrance, one recovered cart can cover hundreds of reminder messages. The question for a UAE brand isn't whether WhatsApp is worth paying for. It's whether each message category is earning back what it costs.

How to Lower Your WhatsApp API Bill in the UAE

The cheapest WhatsApp message is one you never send. These changes cut costs without hurting revenue:

  1. Segment every broadcast. With marketing at AED 0.2115 a message, sending to your whole list is the biggest waste. Send to customers who bought in the last 90 days, or who have shown interest in that category, instead of all 20,000 contacts.
  2. Classify templates correctly. An order update written with promotional wording can be classed as marketing, which costs 3.7x more. Keep utility templates transactional. Our guide to getting English and Arabic WhatsApp templates approved in the UAE covers how categorisation works.
  3. Answer common questions with automation. Every free-form agent reply beyond the 1,000 free messages now costs AED 0.0576. Answering "where is my order" automatically, or sending one complete answer instead of three short ones, cuts service volume. See how WhatsApp AI auto-replies reduce support workload.
  4. Combine utility updates. Merge "order confirmed" and "payment received" into one message. For cash-on-delivery orders, one WhatsApp COD confirmation costs AED 0.0576 and can save you a failed delivery, which costs far more.
  5. Cap cart recovery at two messages. Every reminder is billed as marketing, so a third message costs as much as the first. Test whether it actually recovers enough extra orders to pay for itself. Our guide to Shopify abandoned cart recovery on WhatsApp covers timing.
  6. Use Click-to-WhatsApp ads for acquisition. Conversations that start from these ads open a free entry point window, so your first messages to that new customer cost nothing.
  7. Check your BSP's markup. Some providers add a margin to every Meta message. On a 42,000-message month, a 15–20% markup adds roughly AED 940–1,250 to the bill above.

Meta requires opt-in before you send business-initiated template messages, and UAE brands also need to meet the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) when they collect and use customer contact data. In practice, that means a clear opt-in at checkout or signup, a record of when and how each customer agreed, and an easy way to opt out.

Compliance also saves money. Customers who didn't expect your messages block and report them, which damages your number's quality rating and can limit how many people you can reach. A smaller, opted-in, segmented list costs less and performs better.

Where RateUp Fits

RateUp runs on the official WhatsApp Business API with zero markup on WhatsApp API fees, so you pay Meta's rate for each message, plus unlimited broadcasts and automations. It connects to Shopify, so order, shipping and cart messages go out automatically, and it puts WhatsApp, Instagram, and Messenger in one inbox for your team. Because WhatsApp loyalty runs on the same platform, the marketing messages you pay for can bring customers back for repeat orders instead of only announcing discounts. Frequently Asked Questions

How much does a WhatsApp marketing message cost in the UAE?

From 1 October 2026, a WhatsApp marketing message to a UAE (+971) number costs about AED 0.2115 per delivered message, based on Meta's rate card as published by several providers. That is about USD 0.0576, up from USD 0.0499 before the October update. Your provider's platform fee and any markup come on top, so ask for Meta's rate and the provider's margin separately.

Are WhatsApp service messages still free in the UAE?

Only up to a limit. From 1 October 2026, each business phone number gets 1,000 free service messages per month. After that, Meta charges for each delivered service message at the market's utility rate, about AED 0.0576 for UAE numbers. Unused free messages do not roll over, and a payment method in Meta Billing Hub is needed to keep sending beyond the free tier.

Can UAE businesses pay for the WhatsApp API in AED?

Yes. Meta added the UAE dirham as a billing currency on 1 April 2026. The currency is selected when the WhatsApp Business messaging account is created and can't be changed directly afterwards, though Meta offers a currency migration process. AED billing simplifies bookkeeping and avoids foreign-currency card charges for UAE-registered businesses.

Is an abandoned cart message marketing or utility?

Abandoned cart reminders are normally classed as marketing messages, because they encourage a purchase the customer hasn't completed. In the UAE, that means about AED 0.2115 per delivered message. Order confirmations, shipping updates and delivery notifications are utility messages at about AED 0.0576, as long as the template stays transactional and contains no promotional wording.

Which country rate applies if I message an Indian number from a UAE business?

The rate is set by the recipient's country calling code, not by where your business or phone number is registered. A message from a Dubai business number to a +91 customer is billed at India's rate, and a message to a +966 number is billed at Saudi Arabia's rate. Brands with GCC-wide or expat audiences will see several market rates on the same invoice.

Conclusion: Budget for WhatsApp in AED, Message by Message

WhatsApp Business API pricing in the UAE now rewards brands that send fewer, better-targeted messages. Marketing costs AED 0.2115 per message, utility and service cost AED 0.0576, and since October 2026 even support replies are charged after the first 1,000. Segment your broadcasts, keep utility templates transactional, automate repetitive support, and choose a provider that passes Meta's rates through without a markup.
