WhatsApp template approval can take up to 24 hours, and most rejections come from a handful of fixable mistakes: badly formatted variables, a template that starts or ends with a variable, promotional wording in a "utility" template, or a duplicate of an existing template. For brands in the UAE and the wider GCC, there is one more step: submitting clean English and Arabic versions so every customer gets the message in their own language.

If your WhatsApp templates keep coming back as "Rejected", or your order updates have been quietly recategorised as marketing, this guide is for you. It covers how Meta's template review works, the three template categories, the most common rejection reasons, how to set up bilingual English and Arabic templates, and a checklist to run before you hit submit.

What is WhatsApp template approval?

WhatsApp template approval is Meta's review of a pre-written message before a business can use it to start a conversation on the WhatsApp Business Platform. Any message you send outside the 24-hour window after a customer last messaged you, such as an order confirmation, a cart reminder or a promotion, must use an approved template.

According to Meta's template review documentation, templates are checked "through a combination of automated systems and manual reviews", and "it can take up to 24 hours for an approval decision to be made." Approved templates appear as "Active - Quality pending" in WhatsApp Manager until customers start receiving them.

Templates matter more in the UAE than in many markets because almost every customer is reachable on mobile. DataReportal's Digital 2026: The United Arab Emirates counts 11.3 million internet users, a 99.0% penetration rate. If your templates fail review, your order updates, cart reminders and Ramadan offers simply do not go out.

The three WhatsApp template categories, and why category matters

Every template belongs to one of three categories, and the category decides both whether it is approved and how much each message costs. Meta's template categorisation guidelines define them as follows.

CategoryWhat it is forExample
UtilityNon-promotional messages tied to a customer's own order, account or request"Thank you! Your order {{1}} is confirmed and will arrive by {{2}}."
MarketingPromotions, offers, announcements, re-engagement and anything mixed"As a thank you for your last order, enjoy 15% off your next one."
AuthenticationOne-time passcodes to verify identity"{{1}} is your verification code."

Three rules from Meta's guidelines catch most businesses out:

  1. Mixed content is marketing. An order update with a promo code added, or a feedback survey with an offer, is treated as a marketing template.
  2. Retargeting is marketing even if the customer asked for it. Meta's own example: "Your subscription will expire on {{date}}! Renew today to save {{discount}}" is marketing.
  3. Utility feedback surveys must reference a specific order or interaction. A generic "How did we do?" message will not be approved as utility.

What happens if Meta recategorises your template?

Meta can move an approved utility template into marketing. The guidelines say businesses normally get one day's notice before the change, by email, webhook and a banner in WhatsApp Manager. Businesses that have been warned for misusing categories get no notice, and the change is instant. You have 60 days to appeal a recategorisation through Business Support Home.

The template keeps working after it is recategorised, but every message is then charged at the marketing rate. That is why classifying templates honestly from the start saves money as well as hassle.

The most common WhatsApp template rejection reasons and how to fix them

Most rejections fall into five groups. Here is each one, taken from Meta's template review documentation, with the fix.

1. Variables are formatted incorrectly

Variables must use double curly braces with numbers in order: {{1}}, {{2}}, {{3}}. Meta rejects templates where the braces do not match, the numbers are not sequential, or the variable contains special characters such as #, $ or %.

Fix: write "{{1}}" not "{1}" or "{{name}}" if your provider uses numbered variables, and never skip a number.

2. The template starts or ends with a variable

Meta's rule is direct: "The message template cannot start or end with a parameter." So "{{1}}, your order has shipped" or "Your tracking link is {{1}}" will be rejected.

Fix: wrap variables in text. "Hi {{1}}, your order has shipped. Track it here: {{2}}. Thank you for shopping with us."

3. Too many variables for the amount of text

A short template packed with variables looks like it could be used to send anything, so Meta rejects it and asks you to "decrease the number of variable parameters or increase the message length."

Fix: add fixed, meaningful text around your variables, and only keep the variables you need.

4. Missing sample values

If your template uses variables, you must provide sample values when you submit it, and appeals must include a sample too. Reviewers need to see a realistic version of the final message.

Fix: use believable samples such as "Fatima", "AE-10482" and "Thursday 14 May", not "test" or "xxx".

5. Policy and duplicate problems

  • Duplicates: a template with the same body and footer wording as one you already have is rejected.
  • Sensitive identifiers: templates must not ask for full sensitive identifiers. Meta notes partial identifiers, such as the last four digits, are acceptable.
  • Threatening or abusive tone: aggressive payment reminders ("Pay now or we will take action") can be flagged.
  • Commerce Policy: everything you sell or promote must comply with the WhatsApp Commerce Policy.

How to get Arabic and English WhatsApp templates approved

The best approach for UAE and GCC brands is to create each template in both English and Arabic, with the same meaning, the same variables and the correct language code. Meta's supported languages list includes Arabic (ar) and regional variants including Arabic (UAE) ar_AE, Arabic (Qatar) ar_QA and Arabic (Egypt) ar_EG.

Follow these steps for each bilingual template:

  1. Write the English version first and get the variables right: same order, wrapped in text, no variable at the start or end.
  2. Write the Arabic version as a natural translation, not a word-for-word one. Gulf customers notice stiff machine-translated Arabic immediately.
  3. Keep the variable numbers identical in both languages, even though the sentence order changes. {{1}} must mean the customer's name in both.
  4. Select the right language code. Submitting Arabic text under an English language code is an easy way to confuse reviewers and customers.
  5. Check the end of the Arabic sentence. Because Arabic word order differs, it is easy to end up with a variable as the last element. Add a closing phrase such as "شكراً لك" (thank you).
  6. Store each customer's language preference so your automations send the right version, rather than both.

Example: utility order confirmation

English: "Thank you for your order, {{1}}! Order {{2}} is confirmed and will be delivered within {{3}} working days."

Arabic (ar_AE): "شكراً لطلبك يا {{1}}! تم تأكيد الطلب رقم {{2}} وسيتم توصيله خلال {{3}} أيام عمل."

Example: marketing offer

English: "Hi {{1}}, our Ramadan collection is here. Enjoy 20% off for loyalty members until Sunday. Tap below to shop."

Arabic (ar_AE): "مرحباً {{1}}، مجموعة رمضان وصلت. استمتع بخصم 20% لأعضاء برنامج الولاء حتى يوم الأحد. اضغط على الزر أدناه للتسوق."

Notice that both pairs keep the variables in the same order and that neither version starts or ends with a variable. For more ready-to-adapt wording, see our WhatsApp loyalty message templates for customer retention.

Pre-submission checklist for WhatsApp templates

Run every template through this list before you submit it. It takes two minutes and prevents most rejections.

  • ☐ Category is honest: any offer, discount or "come back" wording means marketing.
  • ☐ Utility templates reference a specific order, booking or account.
  • ☐ Variables use {{1}}, {{2}}, {{3}} in order, with no special characters inside.
  • ☐ No variable at the very start or end of the body.
  • ☐ Enough fixed text around the variables.
  • ☐ Realistic sample values for every variable.
  • ☐ Not a duplicate of an existing template's body and footer.
  • ☐ Brand name is clear so the customer knows who is messaging.
  • ☐ Arabic and English versions match in meaning and variable order, with the correct language codes.
  • ☐ Marketing templates include an easy opt-out, such as a "Stop promotions" quick-reply button.

After approval: keep your templates healthy

Approval is not the end. Meta monitors how customers react to your messages, and templates that customers often block or report can lose quality and be paused or disabled. If an approved template is disabled, Meta allows you to edit it and resubmit it for approval.

Three habits keep templates healthy:

  1. Send marketing templates only to opted-in customers, segmented by what they bought or browsed.
  2. Use utility templates for what they are for: order, delivery and booking updates, such as the cart and order flows in our guide to Shopify abandoned cart recovery on WhatsApp.
  3. Review your template list monthly and retire templates nobody uses, so duplicates and outdated offers do not pile up.

Frequently Asked Questions

How long does WhatsApp template approval take?

Meta's documentation says it can take up to 24 hours for a WhatsApp template approval decision. Templates are checked by a mix of automated systems and manual review. You will see the result in WhatsApp Manager, and Meta also emails your Business Suite admins. Appeals of rejected templates are also decided within 24 hours.

Why was my WhatsApp template rejected?

The most common reasons are incorrectly formatted variables, a template that starts or ends with a variable, too many variables for the amount of text, missing sample values, duplicate wording, and promotional content inside a utility template. Fix the specific issue, add realistic sample values, and resubmit the template or appeal the decision in WhatsApp Manager.

Can I send WhatsApp templates in Arabic?

Yes. WhatsApp templates support Arabic using the language code ar, plus regional variants including ar_AE for the UAE, ar_QA for Qatar and ar_EG for Egypt. The best practice is to create matching English and Arabic versions of each template, with the same variables in the same order, and send each customer the version in their preferred language.

What is the difference between utility and marketing templates?

Utility templates are non-promotional messages tied to a customer's own order, account or request, such as order confirmations and delivery updates. Marketing templates cover promotions, offers, re-engagement and any message that mixes an update with promotional content. Marketing messages are charged at a higher rate, and Meta can recategorise a utility template that contains promotional wording.

What happens if Meta changes my template category?

If Meta decides a utility template is really marketing, it usually gives one day's notice by email, webhook and a WhatsApp Manager banner, then updates the category. The template stays approved and can still be sent, but at marketing rates. Businesses previously warned for misuse get no notice. You have 60 days to appeal through Business Support Home.

Conclusion: get WhatsApp template approval right the first time

WhatsApp template approval is predictable once you know the rules. Choose the honest category, format variables cleanly, never start or end with a variable, add realistic samples, and keep English and Arabic versions aligned for your GCC customers. Do that, and your order updates, cart reminders and seasonal campaigns go out on time, at the right price.
